i should specify that although she says it's that way, it isn't packaged that way in itunes and it easily can be, so i forced the issue.

@EricaX027 My sister had this same problem, what you gotta do is do is download iTunes on your computer and connect your iPhone and do a update/reset of your phone through itunes

@AppleSupport I did the suggestion from the apple site for how to fix the cellular service failure after the live ios 14 update by updating on itunes and.... IT JUST SAYS MY PHONES UP TO DATE. Thanks for breaking my phone. Now please tell me how to properly get cell svc back.

AFTER downloading the software, I plugged my iPad into my computer, and opened iTunes.
You have to HOLD down the OPTION button when you hit restore. Then, select the software and POOF. Bye, bye defective, buggy #iOS14.
Yes, this wipes your iPad. But I just use it for work.
